{"id":4261,"date":"2022-10-19T01:01:14","date_gmt":"2022-10-18T23:01:14","guid":{"rendered":"https:\/\/global.insure-our-future.com\/?p=4261"},"modified":"2024-06-12T13:11:54","modified_gmt":"2024-06-12T13:11:54","slug":"with-new-coal-uninsurable-insurers-start-to-move-on-oil-and-gas","status":"publish","type":"post","link":"https:\/\/japan.insure-our-future.com\/en\/2022\/10\/19\/with-new-coal-uninsurable-insurers-start-to-move-on-oil-and-gas\/","title":{"rendered":"With new coal uninsurable, insurers start to move on oil and gas"},"content":{"rendered":"<h2><strong><i>62% of reinsurers now have coal exit policies and 38% have oil and gas exclusions as shift away from fossil fuels accelerates<\/i><\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Insurance company restrictions on oil and gas are finally starting to catch up with those on coal, according to new data from the Insure Our Future campaign. <\/span><span style=\"font-weight: 400;\">Ahead of COP27, the campaign coalition argues that insurers must now fully exit new coal, oil and gas, and demonstrate that the industry is ready to deliver on its net zero commitments.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/global.insure-our-future.com\/scorecard\/\">Insure Our Future&#8217;s annual scorecard<\/a> ranks the top 30 global fossil fuel insurers on the quality of their fossil fuel exclusion policies. This year <\/span><b>Allianz<\/b><span style=\"font-weight: 400;\">, <\/span><b>AXA<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Axis Capital<\/b><span style=\"font-weight: 400;\"> rank best for their coal exit policies, while <\/span><b>Aviva<\/b><span style=\"font-weight: 400;\">, <\/span><b>Hannover Re<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Munich Re<\/b><span style=\"font-weight: 400;\"> come out on top for their oil and gas exclusions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the bottom of fossil fuel rankings are a group of insurers which have yet to adopt any restrictions on providing cover to coal, oil or gas projects, including US insurers <\/span><b>Berkshire Hathaway<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Starr<\/b><span style=\"font-weight: 400;\"> and Bermudian carrier <\/span><b>Everest Re<\/b><span style=\"font-weight: 400;\">. The UK\u2019s <\/span><b>Lloyd\u2019s of London <\/b><span style=\"font-weight: 400;\">also scores very poorly, having announced a coal exit framework in 2020 but then backtracked by declaring it optional.\u00a0<\/span><\/p>\n<p><b>Liberty Mutual<\/b><span style=\"font-weight: 400;\">, <\/span><b>Chubb<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Tokio Marine<\/b><span style=\"font-weight: 400;\"> have adopted some restrictions on coal but actively insure the expansion of the oil and gas industry. Chinese insurers <\/span><b>PICC<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Sinosure<\/b><span style=\"font-weight: 400;\"> have not adopted any fossil fuel restrictions but, following Chinese government policy, will no longer cover new coal power plants overseas.<\/span><\/p>\n<div class=\"entry-quote-item\">\n        <div class=\"quote-author\">\n\t\t\t<h4 class=\"name\">Peter Bosshard<\/h4><div class=\"title\">Global Coordinator of the Insure Our Future campaign and main author of the Scorecard<\/div>        <\/div>\n        <div class=\"quote-text\">\n\t\t\t<p>\u201cInsurance is the Achilles heel of the fossil fuel industry and has the power to accelerate the transition to clean energy. All insurance companies must immediately align their businesses with the 1.5C goal of the Paris Agreement and cease insuring new coal, oil and gas projects.\u201d<\/p>\n        <\/div>\n<\/div>\n<p><span style=\"font-weight: 400;\">At the time of last year\u2019s COP, only <\/span><b>Suncorp<\/b><span style=\"font-weight: 400;\">, <\/span><b>Generali<\/b><span style=\"font-weight: 400;\"> and <\/span><b>AXA<\/b><span style=\"font-weight: 400;\"> had adopted any restrictions on insurance of conventional oil and gas projects. But in the past year, <\/span><b>Allianz<\/b><span style=\"font-weight: 400;\">, <\/span><b>Aviva<\/b><span style=\"font-weight: 400;\">, <\/span><b>Fidelis<\/b><span style=\"font-weight: 400;\">, <\/span><b>Hannover Re<\/b><span style=\"font-weight: 400;\">, <\/span><b>KBC<\/b><span style=\"font-weight: 400;\">, <\/span><b>Mapfre<\/b><span style=\"font-weight: 400;\">, <\/span><b>Munich Re<\/b><span style=\"font-weight: 400;\">, <\/span><b>SCOR<\/b><span style=\"font-weight: 400;\">, <\/span><b>Swiss Re<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Zurich<\/b><span style=\"font-weight: 400;\"> have followed suit, bringing the total number of policies to 13. As a result, the market share of insurers with oil and gas restrictions has grown from 3% to 38% among reinsurers, and from 5% to 15% among primary insurers. Eighteen insurers have ruled out support for Canada&#8217;s Trans Mountain pipeline and 18 have pledged not to get involved in the East African Crude Oil Pipeline either.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While the number of oil and gas restrictions is growing, the quality is very uneven. <\/span><b>Aviva<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Hannover Re<\/b><span style=\"font-weight: 400;\"> have the strongest policies, but are not major actors in the oil and gas sector. More significantly, <\/span><b>Munich Re, Swiss Re<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Allianz<\/b><span style=\"font-weight: 400;\"> adopted ambitious policies with commitments to stop insuring most or all new oil and gas production projects.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In contrast, <\/span><b>AXA<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Zurich<\/b><span style=\"font-weight: 400;\">, both major oil and gas insurers, took only minor steps with commitments to end insurance for oil exploration, but not for new oil production or for gas exploration or production.\u00a0 Meanwhile, major fossil fuel insurers like <\/span><b>AIG<\/b><span style=\"font-weight: 400;\">, <\/span><b>Chubb<\/b><span style=\"font-weight: 400;\">, <\/span><b>Lloyd&#8217;s<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Tokio Marine<\/b><span style=\"font-weight: 400;\"> have not yet adopted any restrictions on conventional oil and gas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Coal, meanwhile, has become increasingly uninsurable outside of China. The number of coal exit policies has grown from 35 to 41 this past year, with major US insurers <\/span><b>AIG<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Travelers<\/b><span style=\"font-weight: 400;\"> finally joining the fray. The market share of insurers with coal exclusions has reached 62% in the reinsurance and 39% in the primary insurance markets. Many of the remaining insurers without coal exclusions are not active in the fossil fuel sector and the remaining coal insurers lack the expertise or capacity to underwrite large new coal power plants outside China, the Insure Our Future report concludes.<\/span><\/p>\n<h3><b>Disaster capitalism<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Munich Re estimated that in 2021, climate disasters caused losses of $280 billion, up from<\/span><span style=\"font-weight: 400;\"> $210 billion in 2020 and $166 billion in 2019. Most recently, <\/span><span style=\"font-weight: 400;\">Hurricane Ian has demonstrated that risks caused by the climate emergency are making insurance unaffordable for growing parts of the population.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While numerous reinsurers have ended or reduced their exposure to natural disasters, the largest actors \u2013 particularly <\/span><b>Munich Re, Swiss Re <\/b><span style=\"font-weight: 400;\">and<\/span><b> Hannover Re<\/b><span style=\"font-weight: 400;\"> \u2013 view climate risks as a business opportunity and have increased their rates for natural catastrophe cover. Insurance companies are passing these premium increases on to their customers and withdrawing altogether from areas which are highly exposed to climate risks.\u00a0<\/span><\/p>\n<div class=\"entry-quote-item\">\n        <div class=\"quote-author\">\n\t\t\t<h4 class=\"name\">Elana Sulakshana<\/h4><div class=\"title\">Senior Campaigner at Rainforest Action Network<\/div>        <\/div>\n        <div class=\"quote-text\">\n\t\t\t<p>\u201cInsurance companies can\u2019t be expected to absorb the growing costs of climate disasters alone, but it is unacceptable that they are abandoning climate-affected communities while continuing to fuel the climate emergency by underwriting the expansion of fossil fuel production.\"<\/p>\n        <\/div>\n<\/div>\n<p><span style=\"font-weight: 400;\">Moreover many climate disasters can no longer in truth be called \u2018natural\u2019 disasters. As attribution science improves, insurance companies could determine which fossil fuel companies are contributing to their growing losses, and by how much. Rather than passing these costs on to their customers, insurers should take fossil fuel companies to court and force them to pay up for the losses they are creating. Such legal action would make polluters pay, keep the insurance of climate risks affordable and force fossil fuel companies to stop expanding and reduce their production in line with what is needed to keep global warming to within 1.5C.<\/span><\/p>\n<h3><b>The limits of voluntary commitments<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In June, the UN\u2019s Race to Zero campaign mandated that members of net zero alliances \u201cmust phase down and out all unabated fossil fuels\u201d. Yet Renaud Guid\u00e9e, Chair of the Net-Zero Insurance Alliance, has said that, despite the new UN criteria, he has no plans to require the 29 members of the alliance to exclude coverage of fossil fuel projects.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The lack of sufficient voluntary action by the insurance sector highlights the need to turn voluntary commitments into binding regulations. <\/span><span style=\"font-weight: 400;\">In June, as part of its sanctions on Russia, the EU prohibited the provision of insurance for the transportation of Russian crude oil, demonstrating that regulators can act quickly and effectively in crisis situations.<\/span><\/p>\n<div class=\"entry-quote-item\">\n        <div class=\"quote-author\">\n\t\t\t<h4 class=\"name\">Ariel Le Bourdonnec<\/h4><div class=\"title\">Campaigner at Reclaim Finance<\/div>        <\/div>\n        <div class=\"quote-text\">\n\t\t\t<p>\"The Net-Zero Insurance Alliance includes many fossil fuel insurers and reinsurers. Although members committed to carbon neutrality by 2050 following a 1.5\u00b0C pathway, some continue to insure new coal, oil and gas projects.
